You definitely want to run a skimmer on the 30g. Like the above post the aqua clear will be perfect for extra water movement and a place to run media like carbon or a phosphate sponge if need be. I would go with a argonite sand for your substrate and a good amount of LR to help with your filtration and in addition a small powerhead or 2 for some additional flow.
As for fish I would say around 4 smaller fish. Just to name a few options:
Clownfish (I would go with a pair)
Lyretail Anthias
Gobies (yellow watchman goby would go nice or a small clown goby)
Blennies (Bicolor, lawnmower, scooter)
Green Chromis
Royal Gramma
Sixline Wrasse
Purple Pseudochromis
I probably would suggest a pair of clowns, yellow watchman goby, and a sixline should do fine in a 30g with good filtration and water changes.
As for inverts, stick with a good cleanup up crew with a mixture of snails and hermits. For hermits scarlet hermits are by far my favorite, but red legs and blue legs are a good choice. For snails i would go with a mixture of astria and nass. You could also add a pair of cleaner shrimp in there to get some more interesting invertabrates in your tank. There are also things like urchins you could look into, maybe a pencil urchin or something.
