yes, defenetly a skimmer you can use the aquaclear filter for water movement and to run carbon occasionally. what else do you have? lr? sand? cc?
as for fish i like, sixline, bicolor blenny(great personality)do research before you buy fish check compability with critters. you dont want any triggers in there.

You definitely want to run a skimmer on the 30g. Like the above post the aqua clear will be perfect for extra water movement and a place to run media like carbon or a phosphate sponge if need be. I would go with a argonite sand for your substrate and a good amount of LR to help with your filtration and in addition a small powerhead or 2 for some additional flow.
As for fish I would say around 4 smaller fish. Just to name a few options:
Clownfish (I would go with a pair)
Lyretail Anthias
Gobies (yellow watchman goby would go nice or a small clown goby)
Blennies (Bicolor, lawnmower, scooter)
Green Chromis
Royal Gramma
Sixline Wrasse
Purple Pseudochromis
I probably would suggest a pair of clowns, yellow watchman goby, and a sixline should do fine in a 30g with good filtration and water changes.
As for inverts, stick with a good cleanup up crew with a mixture of snails and hermits. For hermits scarlet hermits are by far my favorite, but red legs and blue legs are a good choice. For snails i would go with a mixture of astria and nass. You could also add a pair of cleaner shrimp in there to get some more interesting invertabrates in your tank. There are also things like urchins you could look into, maybe a pencil urchin or something.
I hope this helps. Good luck with the new setup.

For a 30g I would recommend at least 30lbs of LR. If you are going with uncured LR then you would want to get all of your rock now so you wont have any spikes later one when you add it. If it is cured rock, it will only help to make the cycle go faster. You can always add cured rock to your tank in the future just make sure that it is cured or been in an established tank for awhile. But I still say your best bet is to go get all of the rock now this way you can aquascape the way you want it now while its cycling and wont have to touch it after the cycle is done. Once you have done that and the tank has cycled then you want to go ahead and start adding your clean up crew like snails and hermits
Remember patience is the key in saltwater tanks. Take it one step at a time and you will be fine. The week after I would do the cleanup crew, wait another week and add your first fish addition.

i'd definately add a skimmer, your filters fine, get some live sand, about 25-30lbs of lr, and for fish i'd say a royal gramma, bicolor blenny, pygmy angel, and a pair of ocelaris clowns
