help with fish problems

I am just about done cycling my 45 tank, it has 45 lr and a yellow tail damsel and a percula clown. My yellow tail seems to look like his scales are peeling I've been in tropical fish for awhile and it doesn't look like ich in suggestions.

Did you cycle with the damsel? It could be caused by putting it through a cycle. Using a fish to cycle is very rough onthe fishes body.
