Help with FW pH to high

My pH is off the charts. What other testing should I do to see if it is what is keeping the pH up. I have added almost a whole bottle of "pH down" to no effect.
125 gallon FRESH water tank
river rock substrate
silk plants
driftwood
Tap/RO water conditioner used
water parameters so far:
ph- 7.8 plus
ammonia-0
trites-0
Trates- between 0-5.0
Fluval FX5 filter rated for 400 gallon tank
Tank has been up and running as a fw tank for 3 weeks.
Any ideas? Thanks in advance

DUH!!

So simple of an answer, boy do I feel less smart now.
RO- 6.4
Tap 7.6
Wow, I guess it's 75% RO and 25% Tap then OR all RO.

RO is commonly used in freshwater tanks but you must, basically, add conditioners back to it. There are many on the market for this use. In fact, you can even go partial RO and partial tap. But there are salts and supplements for discus tanks.
If you do not use the RO option, I would suggest adding more wood, using peat, and giving it time :)
