help with hospital tank

got a 50 gallon hospital tank with high ammonia, but zero nitrites and nitrates and a good ph level. filters are clean and there is no decaying food or fish in the tank. whats wrong?

did you cycle it? if there's no bacteria in there, there's no way to break down the ammonia

its an established tank that i made into a hospital tank. just took everything out except for the sand and a couple of small rocks. so i would think it would already have enough bacteria. but ill throw a dead shrimp in there and see what happens.

What are your exact readings? Are there fish in there? When you removed the rock and sand ou removed some of the biologial bacteria. Please tell us what you readings are and what is in there. Your filter pads hold bacteria. Please explain your situation.
