help with refugium

what exactly is one. how would i make one, and then apply it to my set up. I have a 55 with sump inderneath. how would all this work together. i already have large population of copipods, see them all over, in the tank and in overflow box, and in sump. but i hear refigium also helps with lowering nitrates, and just is good to have in addition with everything else.

I've got one of the eco systems. Wasnt sure if it was worth the price but what the heck I gave it a shot anyway.
It has been up for a month now and some of my hair algae is actually receding. Very slowly but it is going away.
The little bit of red slime I had is totally gone.
And the ever popular and very common green algae the grows on the glass only needs to be cleaned about once every other week.
It seems to be working but still too early to say for sure.
