Help with small tank!

I have a 75 gallon display tank and a 15 gallon qt. I also have another 15 gallon tank that is just sitting around with nothing in it. I think I am going to make it a small saltwater tank.
I'm thinking about putting the same stuff in it as my qt would that be ok?
I have a Penguin 100 Bio-wheel and a Maxi-Jet 600 power head in my qt. Plus, since this will be a permanent fish tank I am going to add a 20 lb bag of Aragalive sand. I also have some decorative lr and coral (fake stuff) with tunnels for the tank as well. Do I really need to add some lr? I don't really want to order just a few pieces for this small tank. Isn't the live sand good enough for the bio filtration? Is the bio-wheel good enough or should I have a skimmer like I have for my 75 gallon tank?
What kind of fish would be good for a small 15 gallon tank?
Any input would be appreciated.

Maybe make the small tank into a refugium?? Which you can have LR, LS, and few small fish living in it. Just a thought!
