"Home-made" skimmer?

A friend of mine was told to build her own skimmer. She's skeptical. I told her I'd ask here. Any ideas?

There are lots of plans for DIY skimmers out there. Lots of people use them and seem to think they work well. I am thinking about doing one myself. If your friend is good at that type of thing then I say go for it.
