How long has the fish had the condition? Post all of your water parameters, specifically nitrate. Can you describe exactly what you're seeing? Was the fish netted recently, and has there been any aggression from another fish?

need to get those nitrates down. are your bioballs dirty? how much do you feed? why do you use chemi-pure?
stress free living good food, and great (pristine) water will help with popeye.

You are over feeding your fish, I'd cut it down to every other day or every third day.

very much over feeding, if your fish aren't eating it all.
if you drop those cubes in your tank you are also introducing a ton of phosphates.
how dirty are your bioballs? if there's nothing on them, don't bother cleaning them. how deep is your sand?
i ddon't like the feeding on every third day, but some people do it. I drop some food in the morning, some in the night, but only enough to have them eat it all. every 2 or 3 days my tank gets some good luvin cause i feed my sun coral in the tank and everyone gets extras.

Here lies your problems. You are feeding way too often and you are feeding foods that are not very nutritious. Pick up some frozen formula foods. Feed twice a day max. Make the morning meal the smaller meal. Do 15-20% water changes every 3-4 days until those nitrates are around 10.
