How do I get a user picture?

Help please!!!
Hi there I want to use this as my user picture
http://img.photobucket.com/albums/v1...ockpilesmc.jpg
but when I attempted to go:
<img src="http://img.photobucket.com/albums/v118/islandgirlsj/rockpilesmc.jpg"> it still wont show up!
What do I do?
