I've never started up an aquarium club but I was the Senate President for my college and clubs are basically all the same.
1. Try and get about 10 initial members to start so that you can have some input on what the clubs goals are.
2. Set up some set of rules or guidelines for the club, i.e. like a comstitution stating rules for members, dues, and goals.
3. Some extra advice
- Try advertising in local free newapapers, the ones that you find in local coffee shops. They have cheap ads that would be easier to afford. Also ask local fish shops to post signs in their stores.
- You might also wanna see if a store would sponor you, maybe giving your members like a 10% discount at their store. You might have to increase yer dues some and pay them a lil but this would increase their sales and give your members a incentive.
Good Luck ....

What would be the purpose of this "Aquarium Club"? Would it be used as a social gathering of Saltwater Enthusiasts? Or would it be for buying and selling of corals, etc? Something like what George has in New Orleans...propagating frags and selling them to the public?

Yes mlm, I drive to Coral Connection :) It's really not that far.
Fish Tank, in my opinion you are shopping at the best place in Mobile! I've bought the majority of my stuff from Ocean Treasures. Chuck has good quality things, and won't sell you something bad just to make a buck. I bought all my live rock from him when I started my tank.

I think its far and its only 25 miles from my house. I guess I am lucky to have a LFS like that.

I was in New Orleans two weekends ago and stopped by coral connection. Frankly i wasn't too impressed, althouth i wasn't impressed with the aquarium over there either. I liked the frags they had but i didn't see anything else! When i set up my 75 i will surly go over that way for frags if i can't find anything in this area. Here is a site to a club in north florida based out of Tallahassee http://nfms.org/home.html
Was thinking about looking into it but it is in Tali which is something like 3 hrs away
