That was the correct phrase...lol. That is how the speech was written.

I think Darth made a good point-this would have been a lead story on ABC, CBS, CNN, MSNBC and NBC if this was Bush instead of a 10 second blurb, at 29 minutes into the news cast. There would have been a Meet The Depressed roundtable (and every other alphabet soup news talk show) about if this would hurt our relations with Poland, Germany, Russia, Israel and China. The comedians would all spend at least the next week doing stand up bits on it and finally when the gotcha press thought they had another anti-Bush talking point, it would be forgotten until it was used as a soundbite(heavily) by the alphabet networks during the next election cycle.

Of course it would, because Bush was a bumbling fool. I can't count the number of speeches where he spoke "Bushism's" consisting of made-up words or phrases.
