I've heard to be perfectly safe, wait 6 weeks.

It is safe to run fallow for at least 6 weeks!!! :happyfish

Make sure you QT the new additions . Six weeks should do it.

Make sure you are feeding your fallow tank to keep your ammonia cycling bacteria alive.

what if i did a 80 % water change would that help or recycle the tank?thanks

Sorry, not sure what you are asking.
if your tank is totally fallow (no inverts or corals either) then a big water change wouldn't hurt. Otherwise i wouldn't do it.

i waited more than a month to put new livestock in but woke up to my mom and dad who tried to help me by cleaning the tank out by emptying out all my cycled water so i just filled it back up with new dechlorinated salt water..there is nothing in the tank but live rock and hermit crabs and this is where i am at..b4 the ick this tank ran for more than 2 years...what should i do?i was thinkin of buying like 25 clownfish at the same time and just keeping this 90 gallon tank simple..

25 Clownfish would make it far from simple.
Sounds like you should just add a cocktail shrimp and start the cycle again...
