how long should i should i wait before adding any anemones?

if your tank has appropriate lighting, and you are able to maintian steady parameters all at 0 then really only a few months old an you could attempt one. It really depends on how well your system is....

really? everything has to be at zero?
my nitrate is at 20. will that be a problem?
also do ALL anemones need strong lighting?

Nitrates need to be lower. I don't consider 20ppm nitrates to be a steady water level for an anemone. The water must be constantly at the same levels. Anemones are made up almost entirely of water.
Most anemones need strong lighting, although there are a few that demand less. That said, I have an RBTA under a 24watt PC, so it can be done, but I would not recommend that for a beginner.
General rule of thumb is to wait at least six months before putting a nem in your tank.
