How many damsels in a 90?

If you're talking about my 90? None

Although I do like chromis and clowns and I think they fall in the damsel family so the first statement isn't true.
But to answer your question? Dependings on filtration

running a 22 gallon sump and about 100 lbs of live rock, currently no protein skimmer but have one that can be hooked up if I decide it is needed

Filtration is part of it.
This is such a broad question. Some damsels stay 3 inches and under. Some grow to 5.
There also many different speciea. What type are you looking at?

Some damsels are very territorial and others like chromis school.
I think it would be cool to have 20-30 schooling chromis in a huge tank with other fish. I go more for diversity but I'd be comfortable with 15-20 chromis in my 90 set up.
Keep an eye on your water parameters and keep on water changes (like we all should anyways) and I think it would be alright.

Personally, since damsels are basically bullet proof, I'd say that you could put no more than 500 or so damsels in that tank. See (un)natural selection at work.

LOL it would like the feeder tank at the box stores full of feeder goldfish -- you wouldn't be able to see the glass at the back of the tank.
