how many fish in a 55gallon?;)

Depends on you.
If you have a bad filter
1 inch a gallon
If you have an adverage filter
2 inches a gallon
if you buy a good filter (ones made for 75-100 gal tanks)
3 inches per gallon.
If your going to go 3 inches per gallon then I suggest you do weekly water checks and every 2 weeks do a 25% water change. Remember to purify the water if your using tap.
As for fish options:
Get a good clean up crew for 55, 10 blue legs 20 turbo snails 30 red legs. Some people might suggest more blue legs and less red legs.

There is no way that he can keep that many fish. You are saying that if he has a good filter that he can keep 165 inches of fish in his 55 gallon tank! That is WAYYYY overstocked!!

The number of inches per gallon really has no place, IMO, in this hobby. In general, a "heavy" stocking was 1" per 5 g so the above is way off base, IMO.
But as pointed out, it depends on the type of fish, filtration, feeding, goals, behaviors, footprint of tank, etc, etc, etc. It is impossible to answer without more information about your goals and setup.
