vhos work just as well as t-5s, pcs, and are generally cheaper last longer and give off less heat. my LTA was 3 inches in diameter when i first got him. he's 8 now! no MH needed. my buddy had one for 12 yrs under reg. floressents and it was HUGE! he may have just been lucky but im just saying halides are not necessary. i have a 55g with 4vhos, sump skimmer and powerheads. most places you can get a deal for tank/stand/canopy/filtration. but you gotta buy lights/pumps and skimmer if u choose. mine cost me total roughly 600 before i got my skimmer. thats not counting water/salt/rocks/sand etc.
also look in the classified section on this site. you can find really good deals here from people selling tanks/sumps etc. i got my 55g tank/stand/wetdry for $240. and when your tank is cycling for several weeks you can save up more money. this isnt a cheap hobby, you always need some green for the tank.

Yes, i just found out like 30 min ago and for a 20 gallon with a skilter, maxi jets, CPs lighting, heater, 20 gallon tank, live sand, and live rock, and it will be................................. about $280. and for a 50 gallon it will be about 3-10 times more than a 20 gallon tank. So 20 gallon wins!!!!!
