When I fragged my I used bone cutters, but you could use any type of heavy duty cutters and just cut down low where the heads split, nowhere near the meat of the heads though.

I just use a side cutter or what I've always called a pair of dikes.. just be sure you have a clean tool and rinse it off and dry it when your done, it's very easy to frag -- the hard shell portion crushes so just be careful not to cut into the fleshy live parts and you shouldn't have a problem. My one piece from a year ago is 6 or 7 really nice sized pieces.
