how to tell if copper has been used on a tank?

It isn't going to kill your reef. As mentioned, use a copper pad or other copper absorbing product. Start off with cheaper inverts to make sure that they will live. It should be fine.

I think everyone on this thread has been telling you that the copper isn't a problem; or how to make sure it isn't. Just use Cuprimine, or even good carbon,for a week if you're worried, I sure wouldn't be. I wouldn't hesitate to just rinse a tank that had been treated with copper and build a reef in it. There's probably more copper in your salt mix than in the tank.

Is this for another 75? What does this one come with?

75 with stand.....don't go any higher than 150
200-250 is waaaaayyy tooo much.....you can buy that brand new and then not even worry about any copper

well theres no 75 gallons for sale around here that are that cheap. stores wat 450 with stand brand new, atleast petsmart does. I have a friend lookin for me though. any other suggestions?

You should be able to find a used 75 for less than 200 depending on what kind of stand it is on. If it is on the standard pine stand, then it is too much money.
