how versatile are NO ballasts?

I have 2 NO ballasts that are set up to run 2 40w bulbs each (for a total of 4, 48" 40w bulbs). I am not using them because I replaced the NO system with VHO. I am now trying to figure out how to best (and cheaply) light a 10 gallon refugium. Is there any chance I could use the 40w ballasts to run 15w NO bulbs? I know that's a long shot, but worth finding out. If not, what do you think would be the cheapest way I can effectively light my refugium? It must be under 100$, and preferably more like less than 50$. Thanks O Wise Ones.

Running anything less than a 40watt bulb on a 40watt ballast will blow the bulbs...
Try going to your local hardware store and buying cheapflourescent lighting fixtures. A small 18 inch fixture compleate with bulb should cost less than 10 bucks...
Nothing fancy is needed for a refugium,You don't even need an aquarium bulb...Actually a grow bulb for potted plants works best....
I have two of these fixtures over my 10 gallon 'fuge,in a small DIY canopy,and it kicks.The whole setup probably cost less than $25...

What's --? also, is this "lights of america" light a plant bulb? Will it grow well under just a regular house spectrum flourescent? Can you describe this compact flourescent a bit better?
In any case...sweet, this should be nice and cheap. even if the 40w ballasts don't do me any good. I'm sure I'll find/make a use for them in the future.
