Hydrometer Readings

Hi,
I just bought a "Deep Six" hydrometer made by CoralLife. The directions say to soak the hydrometer in water for 24 hrs. to ready the needle. Last night I put tap water in, and the needle didn't move. This morning, the needle is all the way at the top reading "1.030"!!! IS this right? Just form tap water? Thanks.

Shake the bubbles off the arm ;)
First thing I advise for hydrometers is to find someone with a refractometer and compare results. Write down how far off the hydrometer so you can do a mental correction. I suggest doing that every 6 months.
