That is an acceptable choice to follow until your refractometer arrives. This is exactly what I did while I was in the same situation.
Keeping the fish in this lower salinity water will not kill your fish. And while it may not kill ich, it will sure inhibit its growth allowing your fish a chance to start the healing process.
Just make sure that you start the clock counting from the time you get your salinity down to 1.009.
