UV will help some with algae; but will not solve a "major problem". You need to look at lighting, nutrients, phosphate, over feeding, etc, etc. I'd suggest lots of research before you count on UV to solve your problem.

run the carbon in a reactor. they can easily be placed in sump and most should be small enoug to fit if you have some spare room in the sump.
this one (google "simplicity chemical reactor") you can just sit in your sump with a small pump hooked to the intake pipe shown.

typical reactor can be placed totally in the sump as well

with UV. dedicated pump in the sump, output plumped to drain back in the sump. you may not be able to put the sterilizer IN the sump (for one an appropriate one for a 220 will be too large) but you can possibly position it over the sump so that if it leaks it will leak into the sump. most can be positioned horizontally or verticle. will take some fine creativity and room to do so and seems damn anal since you have a sump which means you have a drain and return that are probably just as much likely to leak as a UV. you can hard or soft plump UV's appropriately sized for a 220 just like you do the tank drain and return.
