I have a list... Now I want to know when I can add them

I have my projected list for my 125 gallon system.
White Finned Lion
Flounder
SFE
Blue Tang
Foxface (Standard)
Puffer (For the life of Me I can't remember... it's the one with all the spines...)
Most of my sand (like 75%) has nothing on it and is borrowable. All of my rock is in a large pillar (about 90 pounds) and the sand is about 3" deep on average
I know the flounder needs a larger tank and I have a home already... Thy just want a big one.
In what order should I add these fish?

I don't think it makes a whole lot of difference, you don't really have any issues there as long as the fox and blue are big enough not to be swallowed by the puffer, eel, or lion....Porcupine puffer btw.
