I have a long list of im portant questions.

Im plaaning on buying a new stand and live sand for my 29 gallon reef tank. If i siphon all the water into 5 gallon buckets, put my fish and corals in them. dump all of the CC out of my tank, replace it with ls, refill the water, run my new canister filter, wait a few hours, will my fish and corals be ok if i reintroduce them into the tank.

You may still have a mini cycle so it would be a good idea to have saltwater on hand for water changes the moment you see spiking. I just recently did something similar and put half of my old tank water and half new water. It went rather smoothly!

Regardless, for the sake of getting an accurate answer, please define what you mean by LS. Are you adding bagged LS that has been sitting in the LFS for who knows how long in a oxygen deprived state, or are you talking real LS taken from another aquarium and added to yours without shipping being involved somehow.
 
The correct answer here will depend upon what you are using for LS. In other words just because the bag says "Live Sand", doesn't mean its the same or equal to what you would get if you were aquiring LS from another aquarium.

Lets not also forget that there is live sand in the LFS that is dry and there is live sand in the LFS that is packaged with water in the bag.

Really?! Can you please explain to me how LS can be dry? Not even bacteria will survive if the sand is allowed to dry out and certainly no other ocean dwelling microfauna will be present? Now you really have me curious . . .

Why anyone would choose to buy dirty water at $10 a gallon is beyond me.

Ask a local aquariust with a mature tank for a cup or two, order the LS from SWF.com, or ask your LFS to sale you a cup or two from one of their mature tanks (assuming they have a well maintained system). Add that to the Dry aragonite sand available in 50# bags at your LFS. You'll save money and get a much better diversity of microfauna. However, it still won't support a sand-sifting goby long term.

I cant explain how LS can be dry. I have seen bags labeled LS that are completely dry. Only at the store in Lancaster PA did I see LS in bags with water in the bag.

When exposed to declining conditions some bactera are able to form a microbial cyst. Many types of bacteria can stay dormant in a dry environment for quite a while. I do not know if nitrosomas can do this.

Its an interesting thought Bang, but still isn't something I'd spend the money on regardless. If they could, wouldn't it be true however that you could start a tank using base rock and it should simply reseed itself - at least with bacteria populations?
