rule of thumb is that the tank should be 3 times the hight of the seahorse fully grown, the reason for this is the different areas of pressure at the different hights the seahorse uses the pressure to release gases in its body
I agree with the need for 3X the adult length if you plan to breed the seahorses.
If you choose same gender seahorses, 2X the height is OK, in my opinion.
I'm not familiar with the pressure issue that was mentioned.

male seahorses can create there own gas, they need pressure from the water depth to let these gases escape (flushing there pouch out). i know some might think im crazy because its not stated on some sites.
