Good question, I have halides, and mine never seems to be happy. Always on the move, half the time just rolling around. Doesn't like to eat meaty foods, but it always looks healthy. Just don't really know how to make it happy? If you find the secret, please let me know.

It depends on the depth of your tank and the type of lighting. If you have a 100 gallon tank with 400 watts of halides, then that would be OK, but if you have a 10 gallon nano with 40 watts of flourescent then that'd be bad.
What type of lighting do you have and what are the dimensions of your tank and if you already have the anemone, how far from the lights is it??

Current!! They need very good water flow and strong lighting. If there is a place in your tank where he can get both, he will prolly be happy.
Put a powerhead rather low in the tank and he will make his way to the current. Watch him though cause some make their way straight into the actual powerhead. Once he finds a good strong current and good strong lighting, he will most likely settle down.
Sebaes are the toughest of the anemones though.

Sebae's are a rather delicate, touchy, sensitive animal. They would definatly do best under Metal Halide.

I believe the best suggestion here would be not to have any anemone in a 10 gallon tank. This simply would not be large enough for any anemone. Minimum tank suggestion is usually 29/30 gallons for anemones. Another problem is the so called watts per gallon rule, it tends not to work when talking about nano tanks.
Bubble tips and Condylactis usually require less lights, but still require a min of about 220 watts to live. So if you put that over a 10 gallon it looks like you have 22wpg. But only 4wpg gives you only 40 watts of lights and that is not enough to keep an anemone alive.
Anemones must have proper photosynthesis to live, 40 watts would be a death sentence.
Also normal output lighting is not enough either. You must have at least VHO or PC up to and including MH lighting.
In a 10 gallon tank a bad thing can happen very fast as there isn't much room for error in such a small system.
