Ummmm I don't think you can run only 1 bulb on an Icecap. I thought it was 2, 3 or 4. Where did you find a wiring diagram for 1 bulb? I'm pretty sure that's your problem.
I know the flashing light thing is a PITA but... it is very very useful as a safety feature. I have a LampsNow ballast that I'm not using only because it does not have that feature and it fried some endcaps & bulbs.
Well... $10-$12 for the endcaps and just use a Regular Daylight bulb from Home Depo or Wal-Mart and you're golden. If you can find the GE Ultradaylight that would be a plus. You can replace it with a VHO next year for a mini-upgrade

I suggest scraping up your pennies and getting anothe set of endcaps and an el-cheapo flourescent bulb.
Do you have enough light for the Acro? It doesn't "need" Actinic, just a lot of light. Any spectrum will suffice.
