Yeah, it looks like it's growing in a patch and is hairy looking. I agree with Guy on this one, it could be Bryopsis, however, to get a better diagnosis, we'de have to have a clearer picture.

ive gotten this pic, however you cant see the blue tinges (i can see it in person)
i will take some more pics later when my lights are on (trying to cut back due to algae problems)
it does actually look similar to the following link (despite the blue i see, the blue is not from my lights as i used a torch))

It's bryopsis, I really could bet money on it after the ordeal I just went through with this stuff. I needs to be removed. Turn off all flow and manually pull it out. Is this the only patch of it?

It can be if you let it get out of control. Bryopsis is a really difficult species of hair algae. IME, it grows quicker and is hardier than the normal hair algae. If you only have 3 small sections, manually remove as much as you can and continue to do so every time you see it. If you can, turn off all flow when removing it so that none of it gets kicked up and spread around.

Would it be a good idea to move that rock into a bucket that your using to do water changes, to pick it off? That is if you don't have any coral on it..
