Hmmm. A bit hard to tell. Looks similar to a fish in Scott Michael's Marine Fish book - p324 - Redspotted Sand Perch. Parapercis schauinslandi

got it in one Oph. good eye. I was lost. I was thinking some tyupe of blenny or hawk no wonder I couldnt find it. but your 100% correct.
