ID Please, not sure if this is good or bad

Have had a sporadic problem with cyano. shows up occasionally, do a quick (non scheduled - weekly 10% water change - 56g tank) and the cyano recesses almost completely. i have recently started skimming on a daily basis while the lights are on (216 watt HO T5, 2 10000k white, 2 blue actinic, on from 7:45am til white turned off at 7:45pm then blue off at 8:30pm all via timer) LED moonlight on til 10pm then skimmer is turned off. This has been growing for quite some time; is it cyano on steroids or red coralline or ????? any thoughts are always appreciated as is advise. Thanks so much.
