If power is cut on a closed loop system will it drain everywhere?

Self explanatory.
Since the drain and return lines are typically on the bottom panel on a closed loop system....what happens when the power is cut? do they drain all the water in the tank?

a closed loop is called a closed loop because there is two openings. the intake and the return. so no way of having a flood. unless it breaks.

And that answers my question. I wasn't sure if when power is cut the water can potentially drain backwards and leak out.
Ive never seen a closed loop system nor have I built one. I just chose something new this weekend to learn about... and close loop systems it is.
