Is my cycle stalled?

For two weeks now, my numbers have not moved. The damsels all seem very energetic and are eating normally (please don't blast me for using damsels to cycle my tank....it was on the suggestion of the LFS, and so far they have been VERY healthy). My snails are all still alive. My brown aglae, however, is not going away.
I am in week 6.
The numbers are as follows:
pH 8.3
Alk Normal
NO2 0.5
NO3 10ppm
NH3 .05
I see people mentioning the appearance and disappearance of brown algae. Does the fact that mine has been around for over a week suggest something is stalled in my cycle?
Help!

what kind of water did you use to fill the tank?
i've heard that using tap water (in certain areas) actually
can cause that...not necessarily a stall in the cycle.
anybody else? am i wrong?

I used RO water from my LFS. They actually did the setup for me. Brought all the water and live sand.

I HAD BROWN ALGAE WHEN I STARTED UP MY TANK. I DOEN SOEM RESEARCH ON BROWN ALGAE AND ONE OF ITS CAUSES IS INSUFICIENT LIGHTING. I GOT SOME BETTER LIGHT AND MINE WENT AWAY IN A COUPLE OF DAYS. MAYBE THAT WILL HELP.

I think I have sufficient light. As a matter of fact when I run all four bulbs, the algae grows even faster. Could it be a problem with the spectrum of light?
I used 120 pounds of live sand. No LR. I'm not crazy about the way it looks.
