my sea weed might be dying, i think it might have been under the sand... or is it dying

Was the pic taken with a camera or a cell phone? If a camera, take the picture again, but this time, use a flash. It will help bring out the normal colors better.
If it's dead or not, run your fingers through it. If it's coming apart, it's gone, or at least the dying sections.
