Is their an additive that will lower phosphates?

I think that I have a high amount of phosphates in my tap water that I use when I do top offs to my tank. I was going to make some saltwater mix to get my salinity up when some water evaporated from my tank. Well, It is going down and I wanted to make the mix soon so I can let it sit for a while so it can get room tempature.
The tap water I use with the salt, I think has phosphates. I have an algae bloom from the last time I added tap water and I think it was the cause. If it wasn't I still want to lower my phosphates. If their is such an additive should I add into the tap water after I dechlorinate it and then add the salt?
Also I add tap water to my tank when it gets low and I dechlorinate it after I dump it in the tank. I have been told that thats not that bad.( did I say that enough). I usually just pore the water out of my bath tub faucet and I dump it in the tank. Should I let the water sit for a few hours before I add?

your lfs, should test for you, and so i would ask them specifically to test your phosphates, take a sample of tank water in with you(not tap), and if it has any, it is either your h2o(often it is also the food, some foods have it), or your food, and to remove it, you can get a phosphate sponge
i would get aphosphate tester, if you do not have one, but 4 now, you could probably get an lfs to test it 4 u
