Is this a case of vermetid snails?

Is this a case of vermetid snails? The pictures I have found online seem to show more individual strands rather than a mesh over everything. This is my roommates tank. The only fish in it are 2 clown fish. It was setup about 2 months ago. There are also a lot of bubbles under the webbing.

That looks like a bacterial mat to me, not Vermetid Snails. This can happen with an undersized skimmer and/or excessive feeding.

hmm... I am pretty sure over feeding is not a problem. Via the instructions from the fish store he is only feeling them what looks like a pin head size of food. Its only two clown fish and some live rock at the moment.
His filter is a marineland C-360 that is rated for a 100gal tank and he only has a 45 or 50 gallon tank. Unless its part of the filter their is no dedicated skimmer.

Another possibility is if ammonia was allowed to get too high it could have killed off the rock infauna leaving a lot of organic material rotting inside the rock.
