Is this algae?

In my 40 gal tank at the office I have been getting what looks to be brown little patches with red in part of it. They are small and are covering my cc,lr and part of the glass. The bigger ones are approx 1/4" x 1/64" in size. I don't know if this is a form of algae, I am used to seeing hair algae. This has been going on for a couple of weeks and I have not added any chemicals, doing 10% water changes 2x week and vacuming the coral at that time.
My readings:
Alk 2.8
Sal 1.022
PH 8.2
Temp 78-80
Calc 500
Amm, Nitite 0
Nitrate 20
Phos 2 ( I have been trying to bring this down)
RO/DI water
Wet/Dry Whisper Filter
BakPac Skimmer
192w PC 50% Actinic (Actinic 7 hrs, White 4 hrs)
Salfin Tang, 2 percula clowns, bangaii cardinal, lawnmower blemmy, approx 12 snails, 10 bl hermits, emerald and scarlets have disappeared.
Thanks

No, not slimy and no bubbles. It almost looks like very small wood chips with red in it

to post the photo, you would need to place the image on some personal webspace somewhere, you can use yahoo to do this. (the goal is to get the URL of the photo once online.
once you do that, click image when you are composing your e-mail and enter the URL like it says. thats it. ;)
