That is definitely NOT dead, nor is it just a matter of time. With good water quality, lighting and no predators it could easily come back from it's current state to full health.
Do you have any angels in your tank? If so, it could be picking at the brain and causing it not to expand.
Check water parameters, and depending on your lighting, either get better lighting or maybe your current lights need replacing.

IME when a brain begins to recede like that there isn't much hope. Now, that's my experience - it may be that it will recover - I've had stranger things happen with corals that I have thought were goners and have come back from the great beyond. For me, brains haven't been one of them.

This is true, my lemon angel picks at it once in a while (whenever the brain spits). It now doesn't open during the day anymore but shows its skeleton. But it fully open beautifully at nite. I was woried at first but since I've seen it opens every nite, I dont' worry about it no more. i've had it for only a month.
 
I agree with Rich Rendos. It can definately make a come back if whatever is currently causing the problem is taken care of.

I agree with Rich Rendos, It is very much alive but not thriving your water. It can be brought back to better shape.

Here is the one i have after being damaged. You can still see the dead spot and i have had it for about a bit over 1 yr now with the damage. It's been in my tank for close to 3yrs.
 
Thanks everyone.. YES, I have a JUV emporer angel in the tank... I have never seen him pick at him BUT you never know! Also my regular lights bulbs are 7 months old,,, I will get new ones in the AM.. and I have 4 ft compact florescent lighting that is about a month old..... I will check it out tonight... XXX crossing fingers.... Also, my water perameters are same as usual , everything seems OK.....

I would say there is a very good chance that the Emperor angel is the culprit. I put a Black Nox Angel (Centropyge nox) in my tank with a huge red/green brain coral and started noticing the brain not swelling like usual. I set up a video camera on a tripod for a few hours and when I reviewed the tape I saw the angel picking at the brain. I never saw it do this while I was standing there watching.
Yours may not be doing this, but that is what happened in my tank.

Your funny.... I wish mine was working! Good idea... I am sort of Scr*wed if it is the angel, cuz I cant just get rid of him,,,, I love my corals.. Will he pick at all of them?? I was told he would be fine in my reef tank... the same LFS guy sold me everything in my tank.!
