is this light to strong for a 10 gallon tank?

LOL yes.... depending on how close it is you would boil your tank. A 70W MH suspended higher off the tank would be ok.

my mom just brought that light over to me she said i have to have a small tank too lol , what size tank would you suggest for that light?

If you suspended the light about 12" to 15" above the tank it would prob be ok. But its a waste of light because your tank size is soooo small its depth is only 12" a 150w halide can penetrate approx 24 to 30". If the light were 3 to 4" above the water in a matter of 8 hours it would be nearing 100*, and you stand the chance of burning anything you put in there. 15 watts per gallon OUCH!!. But 70 watt is doable at about 4 or 5" above the water, 7 watts a gallon on a 12" high tank. You could keep anything you wanted, as far as light requirements go. Heat may still be an issue but somthing a small fan would prob fix.
