Here what I would do. Get him acclimated Obviously get him used to your care. Then I would not feed him for about a week after you see the last fish gone. This is what I did with my fimby who refused to eat frozen. I then got a silversides and grabd their heads with tongs and made them look as though they were swimming. He went right after them. Then it was easy. I would soak nasty smelling fish like octopus and mackeral then wave that in his face. He couldnt resist. I wouldnt risk starving until He is fyllu acclimated. maybe a month or two.

This one I had a chance to buy. $500 shipped to my door. I know a diver.
I just didnt have the room. He wasnt very big though

You shouldn't have a problem, switching it to frozen. Adding damsels is just going to make it more difficult.
Where you live, you shouldn't have a problem finding fish markets. Shell on shrimp, grouper, tuna, squid and octo...just make sure everything is wild caught and not farmed raised. If no fish markets are available, your local grocery store and even Super Walmarts now carry packages of just about any sea fish you could think of. Frozen foods section...can't remember the name brand. Again...just make sure the packages say "wild caught", as you don't want to feed your animal foods made for human consumption, with all of the additives.
Your LFS should carry rigid airline tubing...looks like a little acrylic rod. Cut the end, at an angle, to make a spearing end and you have a feeding stick.
And, as already said...Triggers are a no no. And, just because you think the fish it too big to be eaten, does not mean the fish isn't too big to be killed.

Depending on where the dragon eel is from, it can run up to $1,800. Although cool looking, they don't move around much and are as blind as cyclops that used rat poison as eye drops.
If that is your thing, hey... go for it. I'd settle with a snowflake and a colony of BPC Flamethrower.
