Juvi Emperor Angel HLLE

I have a Juvi Emperor Angel. He has a line going along his back just like Tang's HLLE. However this line has not lost any color and this line is sticking out of his body. Another words, its like a vein has poped out in the shape of Tang's HLLE.
What could this be?

I took a picture last night, but camera is not compatible with this computer, i will need to get to anther computer to upload, i will do it today.
However I am sure, this is HLLE now, cuz I am seeing a few dots along t he line and beside his eye where skin has erroded.
Beth, can you review my diet for him and the blue tang?
Morning 9am (when i leave for work)- seawed and formula 1 or 2 flake
night 8-9pm (when i get home from work) - sea weed and angel frozen food or frozen plankton. Emperor really doesnt like to eat much of these frozen food.
late night 12-1am (when i go to bed) - sea weed and pellet.
there is fresh sea weed in teh tank between 8pm to 1am.
I am going to move them out of the QT and into main tank this weekend. That is when the salt level will be equal.
If it is stray voltage in QT, then the main tank should not have any since fish in there is healthy. with regards to grounding probe, i do not understand how I can put a metal wire into salt water?
Any suggestion or comments is welcome.

forgot to mention all food is soaked in garlic and zoe. (not zoecon, are these same)

Rushed to the fish store today and saw they have another 2 juv emperor angel!
These 2 fishes also have the lateral line sticking out. No discoloration though.
I will just get the picture up here tonight for you to see better.

The camerea is compatible. You just need to save the picture jpg. and be sure to size it to no more than 500x500.
