Are you saying put food in for the bacteria to have soemthing to eat? (as though you were trying to cycle the tank).
Exactly.. when you "cycle" a tank you provide a source of ammonia and the bacteria populates your tank to fix the ammonia and convert it to Nitrite. Rinse/repeat from Nitrite to Nitrate.
Bacteria needs food. When the ammonia source disappears the bacteria die off. Feeding a small amount of food to a fallow tank every couple of days provides ammonia.

Is there a certain amount you should do (say per gallon of water)?

I personally do about 1/4 what I would feed a small fish every couple of days.
Not much, but enough.
Also, don't forget to do water changes on your QT tank as your Nitrate will build up over time.
