I have a ton of hair algae that a lawnmower blenny and 3 turbo snials won't even touch. My level of nitrates are at 0 and I have a fuge so I don't know why this stuff is still growing. Do you guys think this would be a good idea to get him?

Best Idea is to find out why its happening.
Have you tested for phosphates?
Checked the age of your lighting?
Calcium and Alkalinity where its suposed to be?

my calcium is over 500, i know this becuase the test I used only went to 500. I just changed my lighting to 10K and 03 actnic. I think the old lights caused my hair algae to grow. Since I changed them will the algae go away?

Not so fast. If your calcium is that high then your alk may be low. If it is this too can contribute to your hair algea. Maintaining the alk at proper levels can help curb those algea problems.
New lighting can also cause some new algea growth. Did you keep the same lighting schedule?
I would cut the lighting by a couple of hours, this will help.
I would also have the PO4 checked, and if needed use a phosphate remover.
I would start a fresh batch of carbon.
Maybe even a couple of water changes over the next couple of weeks
