light for refugium

Hello,

I want to use a chamber in my sump as a refugium: about 4 gallon, 8 inch dept.

Do you think something like the following is sufficient for keeping plants/chaeto and grow pods:

I like it because it seems submersible and easy to setup. But I am not sure if the light will be strong enough?

Any advices?

I use a 23w compact flourescent cost me about $6 for 3 bulbs and a $5 clamp on fixture from the same place. It works much better than any aquarium light I've tried.

I use the Fluval 13w power compact strip thay clamps onto the rim iside my sump. It cost around $30.
