lighting questions

:notsure: i am about to buy a 3ft tank and need to think about lighting. i want to have corals but dont want to spend to much got a price on pc lights $259 296w and 20000k and $37 for tubes are these lights suitable will they have a dark blue tinge or does that matter on the type of bulb. these are austalian prices so its around 75% less in american dollars. sorry for my ignorance as this is anly my second tank and im still learning :notsure:
