Power Compact (PC) lights are typically the cheapest. But you would be limited to keeping corals that only require low to medium lighting.
Do you know what kind of corals you want to keep? That is what should drive your lighting purchase.

48'' Power Compact Hood LIGHT AQUARIUM lunar 4 65 hood. It has 4-65 watt lights and a Lunar Strip 6 LED lights. Will this work?

most T5 fixtures are decently priced too. if you get T5 chances are you wont need to upgrade down the road, which you wil probably want to do eventually. and in the meantime you would have less of a limit on the corals you could keep. just a consideration, pc's are still great for most of the easy lps corals.
