Eventually if the live rock is in good shape with lots of life. What do you mean by plain rock? I guess you mean base or dead fiji.

I meant just rock, not from the ocean. and the live rock being cured fuigi(sp). Will coral, sea hairs, sea grass, clorane algae spread?

Usually it's good practice to not put anything in a saltwater tank that did not at one time come from the ocean - including rock. If on the other hand you have some base rock or similar ocean rock, and you add it to a tank containing good live rock, eventually you'll begin to see some growth on the base rock. If you maintain good calcium/alkalinity levels you should see some decent coralline algae growth. Sometimes some of the plant growth / macroalgae may spread as well. If you have poor quality water, nitrates, phosphates or silicates - you'll typically see undesirable algae growth on this base rock.
Sort of all depends what you currently have growing in the tank.
