Live rock in neglected tank for 3 years....what to do

Hey everyone, will only topping off my tank for 3 years and having the pumps run kill off everything that was alive within my live rock? If so what is the best way to get it all back to live rock so that it is my biological filter...thanks!

I would start by ghost feeding and testing to see what happens.
