The latest information shows that plenum system users dont need LR at all in a properly running system, the same may be true of DBS, but I havent heard. The LR is just a good source of life to seed the sand. I recommend 1-2lbs depending on the fish load in the tank.

depending on the whole set-up.... fish load, filtration, the reccomended level is about 1&1/2 lbs per gallon..... its up to you....

Make it look good. If that means 10 lbs per gallon, fine. If it means .25 lbs per gallon great.
