Live Sand?

Hi, this is my first time writing on the boards... although I have been reading them for months!
Anyways, I just picked up a 29 gal tank with a sand bed about 3" deep. It has been sitting in around 3" of saltwater for a month now while the person was trying to get rid of it (no aeration or filter going). My question is-- what do I need to do with the sand to prepare it for use? is it still alive? or should I rinse it with fresh saltwater and then seed it with some LS from my main tank?
Thanks for any help!

Welcome to the boards!
If it has been sitting around that long I'd imagine that it smells which isn't good. You could rinse it well with fresh water and a touch of vinegar. Rinse again and see what it smells like. I have in the past rinsed sand and laid it out in the sun on a piece of plastic to dry.
Then just seed with some LS or just let the LR do it. Also would keep the sand bed at or below 2"

No, it was completely bare.
